The WHO has clarified that heated tobacco products and Electronic Nicotine and Non-nicotine delivery systems fall under the category of tobacco products. The organization has expressed concern about the tobacco industry’s new tactics to deceive government officials and ensnare the public. It has also highlighted the alarming increase in the use of e-cigarettes among children and young people, with rates exceeding adult use in many countries.
The WHO Director-General, Dr. Tedros Adhanom Ghebreyesus, has emphasized the need for urgent action to control e-cigarettes to protect children, as well as non-smokers, and minimize health harms to the population.

It is so addictive because they come in all sorts of flavours and no smell of smoke on them. It gives the illusion that they are not really smoking.
