Port Harcourt Refinery Commences Operation

According to a video making the rounds on the social media, the refinery’s flare indicated the commencement of oil refining.

The development comes months after the Minister of State for Petroleum (Oil) Senator Heineken Lokpobiri said in August that the Port Harcourt refinery will commence operation in December 2023.
According to the Minister, the objective is to ensure the country stops importing fuel.
Corroborating Lokpobiri’s stance, the Nigerian National Petroleum Corporation Limited, NNPCL, declared that importing petroleum products into the country will cease by December 2024.
The Group Chief Executive Officer of the NNPCL, Mele Kyari, said, “I can confirm to you that by the end of December this year, we will start the Port Harcourt refinery; early in the first quarter of 2024, we will start the Warri refinery, and by the end of 2024, Kaduna refinery will come into operation.

In March 2021, the Federal Executive Council approved $1.5 billion to rehabilitate the Port Harcourt Refinery.

Accordingly, data showed that the Nigerian government has spent N11.35 trillion ($25 billion) in the past ten years on fixing the country’s three refineries.

Meanwhile, with the commencement of Port Harcourt Refinery, stakeholders in the downstream sector said the price of fuel, which is over N617/litre, may drop.

      What is the universal price of crude and how is it set? How much does processing , shipping, transport storage etc that part of downstream account for in cost? You are talking 100 naira max if Nigeria is to stomach the cost of production which will further affect sustainability so how will prices CRASH when 2 other government run refineries have not been sold and are still being repaired to make this sustainable? What is the supply like considereing that even with our increased crude target in the past 6 months and victories scored against bunkerers leading to about 40% increase in local supply of crude, we are still behind OPEC target based on Nigerians being their nation's enemy. What does demand say considering supply for the main private refinery is also there to meet? How many million barrels can this refinery produce without backup and we still have two to revive: there are no shortcuts. Refined products will first be offered to NNPC stations so private hands may have to look elsewhere while repairs/ sales are ongoing and supply is increased. How did you arrive at that conclusion mathematically?

      It's a great development but the road to recovery cannot be shortened.
      Let us be informed and measured as per expectations because many will be looking to those with formal training for guidance.


      The government has done well to meet this target and the previous government also laid a foundation for this, though needlessly snail-paced. Work continues. More power, more grease to all involved.

    8. You guys are funny. That scam na to appease the public because NNPC promised December. I work here and the part that this drama is going on is called "Area 5". That flare is fake; just burning fire to satisfy the generality of Nigerians. That Section will not work till July 2024 or later.
      Work has gone far but not completed.

    1. There is a lot of pressure to complete the first phase of this project. As an employee of a subcontractor on that project, we still have critical items for this particular phase we are to deliver by February next year.
      That thing na "movie".
      If you doubt, let's see if they will refine anything till April next year.

  13. Dante is right - Please note flaring does not indicate commencement of refining operations. It is part of the testing phase of the revamp/upgrade. If there are no major setbacks during the testing phase then expect full commisioning of all the components by March and we should have operations commence subsequently ( not to full capacity though which may take up the better part if 2024). Let's treat news as what it is until we start having offtakers lift refined products for distribution to local market through filling stations as part of the full downstream businness value chain.

    In summary - Good progress is being made but it is not yet Uhuru as being advertised. Let us commend Buhari for the concept and Timubu for continuity, however, remember Buhari tried to fly a similar kite woth Dangite refinery and gave date that never csme to pass.

    1. Testing is a primary part of resumption of work at a refinery. Ev1en the Dangote refinery has carried out about six phases of tests with their products not hitting the market yet. You need to test to confidently speak on capacity, areas of weakness and continue repairs.

      If you have a magic wand, wave it. Progress takes effort and it takes time. The people deceiving you did not do anything to develop the abundant coal reserves in their region for 8 to 16 years but want refinery updates to be downloaded from piratebay within five minutes and to be rebooted in even less time. If we take this refinery to the market to end the stress, they will still bid with one side of their mouths and be lying to the free-addicted people with another.

      Even the workers who downed their tools for a personal criminal case months ago are also acting like they are not one of the major hindrances for the past years of the refinery being non functioning.

    Seeing the reality of this refinery compared to what I see on the news has taught me a lot about propaganda and the power of the media.
    The difference is Night and Day.
    We want the Refinery to work. But it's not what you see or hear in the news.
