    1. Every state has a gov, but FCT being the seat of power n the head quarters of our presidency is headed by a minister.
      He is the link btw abj residents and the president. Land and land matters, regularisation and enforcement of land laws within tthe fct. Most things that a governor is supposed to do in his state to ensure development, that is the work of FCT minister in abj
