Public part can be exposed..
That means, private parts are not for the public and vice versa, so anything exposed to the public makes it a public part..
E.g your face, hand, hair etc etc, as a friend I can hold your hand, remove something from your face or touch your hair without your consent cos it's a public part, even as a stranger, I can touch you on a public part to get your attention or draw your attention to something, since your boobs has become a public part, then it should also be treated as such..
Now run out of here with your rubbish question.. instead of you to be asking why a normal woman that isn't mad is exposing her boobs, you're asking me what right I have to touch it.. see you and common sense at war
