  3. While the government is largely to blame to an extent, what about those who are breeding children they cant take care of, anyhow? Someone has a child and sees difficulties in raising it, but they go on breeding and breeding, no fear, no empathy for the innocent children they are bringing into the world to suffer, knowing most of them do not have the means to provide for them. Even the ones that have means to provide know ther is a limit to what their earnings can provide. Someone who is is in his 30s will have more than 10 children and then blaming government for hardship, or the one with plenty wives and children blaming government.
