Nigerian Reps Approve Bill To End BSC And HND Dichotomy

Do you have a BSC or HND? There is good news albeit I am posting this days after it was published...

The House of Representatives has approved a bill that will remove the long-standing dichotomy between BSC and Higher National Diploma in employment.







The House, in a committee of the whole, considered the report and approved the recommendation, awaiting third reading and final passage.


The bill stipulates a fine of N1 million for anybody or institution in the country to go against the provisions of the law.


The dichotomy between first degree and HND has been on the front burner of national discourse for a long time especially when it comes to employment.

The bill will put an end to “all forms of discriminations and or dichotomy between first degree and Higher National Diploma for the purpose of employment, transfer of service, the conversation of cadre, career progression, promotion and in other related issues in the public and private sectors of the Nigerian economy.”


It adds: “No person, authority, entity (body or corporate) on whatsoever name called shall discriminate and or undertake any action in any form whatsoever which is construed as and or intended to give any preferential treatment in favour of and or against holders of the first degree or the Higher National Diploma.”

It said further that any person or entity in the public and private sector who contravene the provisions of the bill commits an offence and shall be liable to a fine of N1 million or a fine of two years.

“Holders of the first degree and the Higher National Diploma shall be given equal treatment and opportunity in career placements, career progression, admission to further studies and privileges whatever in consideration of status as graduates of Nigeria tertiary institutions of higher learning,” the bill adds.

The House is expected to read the bill the third time at a later date to pave the way for harmonisation between the Senate version which was passed earlier.

  6. It's high time. I remember some years back, I wanted to help a friend with HND submit a CV in one of the banks HO in V/I, I was told at the entrance that they don't need an HND holder but a Bsc. Right there I change my mind from proceeding to do my HND at Yabatech (I've already purchased the form), had to wait till I got admission to unilag for my Bsc. I really felt bad that day.

    1. Anon Dee where have you seen an HND holder say they decided to go for HND instead of BSC? Is it not the system that doesn't give admission that leads most to get OND while even still applying for University admission. Most of the HND holders further apply with their OND to begin 200lv in uni so as to get BSC but only few get admission. You just open your mouth wa! πŸ™„πŸ™„ Who go see fire put hand? Alot of people are still waiting university admission for over 5 years now. This isn't because they are unintelligent but Nigeria academic system happens should they keep sitting at home? Mbok speak on topics you are certain of only! This Hnd and BSC matter they quick vex me

    3. You must be a silly chap. Yes. I have people around me who never applied to the university but straight up to ond. I know people who went straight to NCE. Until the name is changed, a diploma is still a diploma anywhere in the world. Keep vexing, keep wailing.

If you aren't you will know that equating the people around you who decided to go for OND to the multitude who went because they have no option is absurd. I bet your dull brain doesn't know that. Also, there are institutions abroad that accepts HND certifications for MSC. Oh yes! Well I am not going to school a very dull-Dee like you...   14. This Bsc/HND dichotomy does not exist in technical department of most multinational production companies. You are rated, promoted and accessed by performance.

    Presently and in summary, This is the unofficial ranking and roles of Nigerian certificates.

    1. BsC 1st class > Greater than any other certs. (Managers, Directors)

    2. Bsc 2nd class upper == Equivalent to HND distinction. (Managers, senior supervisors)

    3. HND Upper credit > Greater than Bsc 2nd class lower. (Junior managers,Supervisors, Field engineers, operations etc)

    4. Bsc 2nd class lower == HND Lower credit
    (Officers, Field, operatives, shop officers, admin, etc)

    5. Bsc 3rd class or Bsc pass = HND pass (same as 2nd class lower roles)

    EXPERIENCE, TRAININGS, NEGOTIATION SKILLS, POLITICS, LUCK And CONNECTION can make you go higher than the category where ur certificate fall into.


    If our government want to work it out, let them convert all HND awarding institution to award BTech.

    Great people didn't become great cos they had Bsc or PhD. They grew cos they worked hard, were determined and lucky too.

    Nigerians always look for ways to discriminate against another person of different tribe, religion, sex, educational background, ranks, church denomination, physical appearance etc.

    BTW, I have HND due to admission issues and lack of connection. But I promise to end my career as Chairman and owner of Many industries and servicing firms with my MBA certificate.

  15. This really hurt, my colleague who has BSC in earning 10K above me because of the above shit. But on the job nah, she is not close to me, is it is waiting for me to come send send an official mail which she obviously knows when she type it will fill of errors etc.

    What really hurt me, our line manager knows, and will direct all the mails for me to attend to,I cant wait to resign on the job so that her yansh will be open wah.

  16. very welcome development. The scheme of service needs to be reviewed to reflect this though before civil servants will actually start feeling the effect. At the moment they cannot rise to level 17 which is the highest grade in the civil service.
