You're very smart. That bridge is still under construction. All I see here is an act of negligence from the HSE folks for allowing that amount of pressure on that part of the bridge. The bridge isn't up to 50% completed, let alone commissioned. Don't be too fast to curse the country. Nigeria isn't a joke.
