    Because the Constitution says that all states must be represented in the Cabinet, the position of ministers of state' was created to accommodate every representative on the Cabinet.
    for example
    Ogun is minister for mines and steel development, he is the senior minister. While Abia is the minister for state mine and steel development, he is the junior minister.

  6. Stella, what that means is that, Akpabio is the boss to Keyamo. They are both in the same ministry. The state minister is the junior minister. I wish them success this time around and believe Akpabio is likely to do well. Ameachi should look towards the railway in the South, while Fashiola take note of Aba road towards Oyigbo junction.
