DeleteINEC is an independent body just like CBN and other independent bodies and agencies. They enjoy some kind of autonomy but they have a central head that they report to - the President. It is not impossible for INEC to make such a decision without the president’s knowledge. Other modalities are supposed to be discussed with him after their decision just to make sure such doesn’t repeat itself.
