It stated that traditional rulers and other leaders across the country were being engaged as regards this, adding that the move was aimed at addressing one of the “great challenges” in the Economic Recovery and Growth Plan of the Federal Government.
The Minister of Finance, Zainab Ahmed, who disclosed this while responding to questions during a session at the 24th Nigerian Economic Summit in Abuja, noted that the country’s population had been identified as one of the great challenges confronting the successful implementation of the ERGP.
Ahmed said, “We have been engaging traditional rulers and other leaders. Specifically, we have found out that to be able to address one of the great challenges that we identified in the ERGP, which is the growth in our population, we need to engage these institutions. And we hope that with their support, we will get to a point where we can come out with the policy that limits the number of children that a mother can have because that is important for sustaining our growth.”

you can't regulate the number of children for people that you don't give any grant or child welfare benefits to, everybody will claim they can take care of their children when in reality they are living from hand to mouth. As a country we are rich enough to give child support and benefits but unfortunately our leaders are not selfless. when you have a welfare scheme that will limit pay for a number per family then the grassroot that you are targeting will willingly opt for family planning.

A man can marry 3 wives and get 2 kids each from the wives making it 6 kids from that family. The burden of provision still rests on the man. I think they should make it 2 kids per family. It would also encourage male birth control. I wonder how somebody can be thinking of giving birth to more than 3 kids in this economy. As for me, 1 down, 1 to go.
Polygamy in this case is part of their religion. We are not all Christians in this country so that can’t be enforced.

If the government is not supporting individuals to pay for bills for their children, they also have no right to dictate to anyone how many children they will have.
