They are paid "optic" servers to either fix or elongate erections
as the need may be. These ones in London may have been flown from
Nigeria as "tourists" and the opportunity to visit rondon and stay
in hotels eating free meals is enough fee. Some are given diplomatic
passports especially those whose visas in rondon had long expired.
They are fanatical and can die for the paymasters.
You will see more of these in western countries; these countries are
