Anon 12:53, if you knew geography of South East, you will know that there is no way a rail line will run from PH and connect both Onitsha and Enugu to Borno. It might pass tru Enugu but not Onitsha and if passes tru Onitsha, there is no way it will go back to connect Enugu before moving North.
