After the first 15, you have 15 wrappers with which you get 5 chocolates, then when you eat the 5, you have 5 wrappers, with which you get 1 more chocolate plus extra 2 wrappers, you eat the one chocolate and have 3 wrappers with which you get the last chocolatee. at this point, you have had 22 chocolates with one wrapper left.

This means that now you have 15 wrappers, which will get you an additional 5 chocolates making 20.
Now you have 5 wrappers, turn in three of the wrappers for an additional chocolate making it 21, you will have two wrappers left.
The additional chocolate gives you one more wrapper, add this one to your remaining 2 wrappers making 3, turn the 3 wrappers in and you get your last chocolate making it 22.
Thought I would explain in english rather than writing complicated equations which most people don't understand.
