Jibrin,Releases More Documents Exposing Lawmakers’ “Massive Budget Fraud”

A former chairman of the House of Representatives Committee on Appropriation, Abdulmumin Jibrin, has released more documents purporting to show widespread fraudulent manipulation of the 2016 budget by lawmakers.







Mr. Jibrin, who was removed from his post last week, has accused the speaker, Yakubu Dogara, and three other principal officers, of padding the budget with fake projects.
He has released documents showing how lawmakers applied for, or received approvals for the so-called constituency projects.
The latest documents, which Mr. Jibrin made available to PREMIUM TIMES on Tuesday, are expected to further complicate issues for Mr. Dogara, his deputy, Yusuf Lasun, and other lawmakers caught in the unfolding budget padding scandal.
The documents purport to show how Mr. Lasun, who chaired the committee that approved the final House version of the budget, arbitrarily earmarked funds for “fictitious” projects to different lawmakers by embedding them in genuine projects proposed by the executive for ministries, departments and agencies.





In one of the documents, which Mr. Jibrin said was written by Mr. Lasun, the deputy speaker wrote that projects worth up to N594 million should be embedded in the Ministries of Agriculture, Labour and Trade and Investment as well as the National Boundary Commission for Chief Whip, Alhassan Doguwa and Deputy House Leader, Buba Jibrin.
Mr. Jibrin said the fraud totalled billions of naira.




*I just wonder how long this bidget padding has been going on....I am sure they would have milked the Jonathan administration with this....

I have a problem with Jibrin's confession...Did he know before and kept quiet and only blew the whistle becos the terms no longer favoured him?looks like he was saving documents for a rainy day....Becos he is blowing the whistle on those he worked with who trusted him,i think we should be weary of them ALL!

    Scenario 1: He was relieved of his duty because he was in support of this right from the beginning. In this country, you need a strong paper trail evidence to bring some1 in govt to justice so I dnt blame him for saving up evidence.

    Scenario 2: He was in bed with them all along and only when things went awry for him, did he decide to blow the whistle.

    Either way, I pray justice is done! Quick results are achieved when you use a thief to catch other thieves

  8. This Budget padding of a thing is a Norm. Why do you thing the battle to become senate president and speaker of house is a do or die affair? That is where they make there money from.
    Ordinarily,the presidents are usually part of it and in the end Ghana must go will start following them home. Have you asked why it was almost an uphill task to pass the Budget under Buharis tennure? It is because of how difficult it was to pad the budget, they usually work with the Ministers (whose ministries are padded) and also with the president so that they won't send the budget back to them.
    It has been a lucrative business until now,infact a relative of mine in the house was even complaining that common 1billion is now so so difficult to steal out. They all want Buhari out, do you think Abdulmumin will have the guts to speak up if the Presidency had a share in there?
    Adenike Grange had issues cos they knew she would a problem during padding of the Health Ministry. That was why some ministers under Buhari cried out that the price out there was not what they proposed, after they submitted,these idiots will go and pad it up so that once the money is released by the finance minister, the house committee leader on health/agriculture etc will go and remove their own padded bill and share amongst them.
    This is the major way these Legislators make money. It has been the norm.

  9. SO deep, Dogara and others should 'fantastically' resign.

    How come only past PDP Govs were corrupt, and even Tinubu's name can't be found there, honestly EFCC should just start afresh because omitting some ex Govs names is not appropriate.

  11. People like him don't last long cos he is fighting with corrupt legislators who also have corrupt people working for them in the courts and also in EFCC.

    No matter how many proofs he has,they will still find a way to turn the tables to favour Dogara so either way,its a win for corruption.
