Senate Tells Minister Of Transport Amaechi To Apologise And Resign Over Budget Brouhaha..

As the controversy over the true state of the Nigerian budget raged on Monday, the Nigerian Senate asked Minister of Transport, Rotimi Amaechi to apologise for stirring one of the issues which is budget padding, urging him, to then resign.




Part of the controversy that tended to create a crisis of confidence between the executive and the legislature was the alleged omission of a vote for Lagos-Calabar rail project.

While the Senate and the House of Representatives insisted that the project was not in the budget presented by President Muhammadu Buhari last December, a clarification was however made by Senator Gbenga Ashafa, who heads the Senate Committee on Land and transportation, that the item was presented to the committee by Amaechi.

But the Appropriation Committees of the National Assembly appeared not to recognise this backdoor approach by Amaechi and insisted they only recognised the budget submitted by President Buhari, including the amended version sent after errors and paddings were detected in the first budget.

“We hereby demand from Mr Amaechi a publicly tendered apology if he is not able to show evidence that the Lagos-Calabar road project was included in the budget. Otherwise, he should resign forthwith”, said Sen. Aliyu Abdullahi, Chairman, Senate Committee on Media and Public Affairs.

“Finally, by the provision of Section 81 (4) (a) and (b) of the Constitution, the President is allowed to sign the budget and kick-start the implementation of the other areas that constitute over 90 percent of the budget’’.
It said that the president should sign the budget and begin implementation of areas “where there is agreement between both arms, even as we engage ourselves to resolve the contentious areas, if there were any.
“ We therefore maintain that even these contrived discrepancies are not sufficient excuse not to sign the budget into law.

“We therefore urge the President to sign the 2016 budget without further delay.
“For every additional day that the president withholds his assent from the bill, the hardship in the land, which is already becoming intolerable for the masses of our people, gets even more complicated.
“Certainly, as primary representatives of the people, we shall not vacate our responsibility and watch the people continue to suffer unduly’’.
The Senate urged the Presidency to tell Nigerians the true state of the 2016 Budget.
Sen. Abdullahi said “the National Assembly had bent backwards to produce a coherent document out of the excessively flawed and chaotic versions of the budget proposal submitted to it.

“While executive is mandated to prepare and lay before the National Assembly a proposed budget detailing projects to be executed, it should be made clear that the responsibility and power of appropriation lies with National Assembly.
“If the presidency expects us to return the budget proposal to them without any adjustments, then some people must be living in a different era and probably have not come to terms with democracy.

“We make bold to say, however, that the said Lagos-Calabar rail project was not included in the budget proposal presented to the National Assembly by President Muhammadu Buhari.
“And, we challenge anyone who has any evidence to the contrary to present such to Nigerians,’’ it said.
According to the senate, the National Assembly has suffered all manners of falsehood, deliberate distortion of facts, and outright blackmail, deliberately aimed at poisoning the minds of the people against the institution of the National Assembly.
“We have endured this with equanimity (calmness) in the overall interest of Nigerians even when the original submission was surreptitiously swapped.
“We ended up having two versions of the budget which was almost incomprehensible and heavily padded in a manner that betrays lack of coordination and gross incompetence.
“We refused to play to the gallery and instead helped the Executive to manage the hugely embarrassing situation it has brought upon itself, but enough is enough.
“This latest antic of this particular Minister of Transportation, Rotimi Amaechi, is reckless, uncalled for and dangerously divisive.
“Apart from setting the people of the southern part of the country against their northern compatriots, it potentially sets the people against their lawmakers from the concerned constituencies and sets the lawmakers against themselves,’’ the senate said.
The statement added that “this manner of reprehensible mischief has no place in a democracy.

Yes,i called them that because I am sure they are making so much fuss because the ground was not 'watered' for them...Ooops! i said it!

      Very simple. The executive arm of the government should have called all the law makers representing every constituency to tender what the wards they represent needs. Once that has been communicated a budget should have been drafted to accommodate every ward. After all, every rep is there to let the government know what their people need, none would fold their arms and allow their needs be sidelined otherwise your people will ask what you are doing in the chambers.

      After this is done the budget is sent out for scrutiny and then signed into a bill. Yea, that simple. So what is causing the furor? Reps are sabotaging themselves.

      What happened in the past is that nobody used to cross check the bogus projects that were tendered into the bill.. and if they noticed a discrepancy, they compromised and everyone keeps quiet because money will be shared. But this time around there's no excess money, and everyone is check mating themselves.

      Don't forget that some people whose projects were denied or reduced will also try to frustrate the others from having it smooth. So personal vendetta is the major cause of this embarrassing confusion.

  2. Stella some issues don't really need your input because you will sway the minds of Alot of people from commenting. What you said up there isn't right.. Everyone in this government already knows there is not going to be hand me downs anymore. So they are doing their jobs. You don't send a bill to the president and then don't expect reduction in certain areas??

    Those areas where highly inflated. I believe them when they say that Lagos rail wasn't included. Because I don't think senators from the west and South would have kept quiet if it was removed..

    For the health care I believe the budget was inflated with 4bn. Yes I believe 4bn was padded in the budget. Besides have we forgotten that the health minister issued a comment some time ago that the figures he is gearing the senate say is in the budget isn't what he put there?? That's some people have padded it to their satisfaction. He made this comment so why are we blaming the senate for removing the 4bn extra that was padded..

    You say want a government of transparency and this is it. We didn't get to hear of the last administration budget brouhaha because thru didn't come out to say they want to be transparent and incorruptible. This government wants to be transparent so let each arm of government work without throwing them to the media with bad reports..

It wouldn't cost you much to read and verify facts in order not to show us how dumb you sound...the railway project was part of Buhari's plan for the budget but the transport minister omitted to put it in the budget. However he sent the details of the project in a supplementary list to the national assembly as confirmed by the senate committee on land transportation... the shame is on you honey.

    Hmmm, it is well. May God help us. Am tired of this queue at ojota pedetrian bridge, yesterday i was there for close to an hour. Today again. Please they should try and look for an alternative maybe by constructing a bigger one. I know its risky to cross through the road but this one is another form of punishment plus the fuel and light issue.

Everywhere he ruled, he ended up in controversies.What did he turn Rivers State into? A keg of gun powder. Hes going to end up dividing the country .Leadership is a skill, and a talent.You have to know how to manage people. Amaechi has neither.He cannot rule friends and is an enemy to his foes.He is always the common factor in any brouhaha. I have absolutely nothing against him as a person. His leadership style is divisive and always throws up controversies. If Buhari knows what is good for him, he will find a way to ease Amaechi out gently. Otherwise,Amaechi will be the FEC's albatross. Every issue will have Amaechi lurking behind it somewhere. Mark my words.

  21. @fabmum,i really don't comment here but I have to on this issue,i like the way you intelligently this is how most people here should respond to things that being said there's a video already that shows Ameachi defending the rail contracts including the Lagos-Calabar rail,now why would they allow him defend what's not in the budget?let's assume there was an omission why didn't they add it to the budget since Ameachi has pointed it out in his defense?

  26. South/south, south east irrespective of political divide must stand as one on this. Ameach must not be forced or blackmailed to resign. Saraki has bluntly told them he won't resign and nobody is talking. Our oil money cannot be used to develop the north and south west at our own detriment, it will not work. If rail transportation is good for Lagos-Kano then it is also good for from Calabar-lagos. We are no longer in the 60's when the best goes to the North and West. The producers of the main stay of the economy must benefit from its dividends. Are we still in the era of racism, slavery called APARTHEID? South Africa overcame this years back, why is it still beeing practiced in Nigeria ? What do you stand to gain by depriving oil rich states and communities social amenities and facilities that they deserve? What does these big tribes derive from all these their schemings? Political supremacy? NAH, NAH,NAH we cannot continue beeing called a fool. 60b for two regions for 1 project and the oil rich states does not deserve that same project? Something is wrong with our psyche. We are damn wicked.
