  15. Osun State wearing the toga of the state with most debts to workers and a near zero IGR still budgeted N150.7 billion for 2016. The rationale behind this illusionary appropriation bill is laughable if not crass. He is probably ecstatic to see the high figures without recourse to how it will be funded. Even Fayose who seasonally shares rice to keep his workers from snowballing into anarchy was modest enough to peg at N67 billion. Big thanks to Santa Buhari with his bail out policy, Aregbe can sew more school uniforms and dangle more unsustainable welfare packages while they pile up debts.
