Oshiohmole Praises Buhari For Ignoring Federal Character In Appointments

Governor Adams Oshiomhole of Edo State has urged Nigerians to encourage the President Muhammadu Buhari-led administration to confront the problems militating against the nation by appointing persons based on merit and not ethnicity.



Oshiomhole stated this while commending the President on the appointments of the Chief of Staff, Secretary to the Government of the Federation and others made so far, in a statement by his Chief Press Secretary, Peter Okhiria.


According to Oshiomhole, “The Nigerian nation has come to a point where we have to use the best hands to confront the peculiarity of our problems. It is not all the time we descend to the level of geopolitical balancing; we need to employ unusual methods to solve an unusual problem.

“The level of decay in the country at present requires very seasoned hands and incorruptible Nigerians that will help translate the APC agenda of change for the benefit of all Nigerians.

“We must not reduce governance to political patronage of bread and butter. The governor congratulates the Chief of Staff, the Secretary to the Government of the Federation and the Comptroller General of Customs, all of who he had very close relationship with and whose credentials stand tall among their compeers.
“He wishes them well in their new jobs of helping to sanitize a system that has become so rotten and corrupt as a result of manifest incompetence and mismanagement.”

There is no trust among ethnic nationalities, that is why federal character was inculcated inthe constitution, to jettison federal xter is good but must not be applied in entrance examination for colleges, poly and univerities, so also in employment and promotions in all facets of nigeria dealings, Imagine when cut off mark for federal govt college for Igbos is the highest followed by yorubas, southsouth and people in the north are meant to score 2/200 to be admitted, where lies the equity and justice the the so called country nigeria?

  28. Let me add necessary caution to the discourse here. When people talk about federal character, we assume that someone is going to split the country into 5 zones - east, west, north, south and middle belt- and randomly select an equal number of people from each zone for an appointment, irrespective of their qualifications for the job. That never happens. That should never happen. What the federal character means is that you put what is called an "equity lens" on your assignments. In Nigeria, our issues with equity occur along ethnic lines and poverty gradients. Federal character is the formula for addressing inequities along the ethnicity gradient. Here is how it should work in practice. There are 50 applicants with comparable qualifications for a job. 5 are from the south, 20 from the west, 15 from the north and 10 from the east. The group with the smallest population is the south group. the ratio of other groups to the southern group in terms of population is north to south =3:1; west to south= 4:1; east to south = 2:1. In an equitable situation, you should have this ratio reflected in the appointments or recruitment of this company. However, let us say the recruiting organization decides to do an assessment of staff representation. They find out the following ratios: north to south=7:1; west to south= 10:1; east to south= 2:1. This data shows that there is an inequity. In other words the representation of the northern and western groups relative to the southern group is much higher than would occur just given the natural distributions of each population. With the equity lens, you start to ask why. Is it that there are more westerners and northerners with the requisite training? Do they have equitable access to the corridors of power or to job announcements? Let us assume no to both for an answer. So what to do? You provide an assessment based on merit and set an equity goal to ensure that as long as there are qualified people, you will balance the ratio in the organization so that it reflects the distribution in the population. What this means is if all the applicants scored an A in the exams and they have comparable years of experience and stellar recommendations, then you have 50 candidates to choose from on the premise of discretion. You choose to hire the southerner. WHY, you may ask? whether you like it or not, you bring your cultural identity and norms with you to the work place. You also take back from the workplace what you earned and learned to your community. You bring a unique perspective representative of the experience of your own people, and it is so subtle you don't know you are doing it in discussions about policies, programs, products, etc. That is why Buhari has to adhere to the federal character formula. I have a theory about why it is not working. What you don't see or hear stops being relevant after a while - out of sight is out of mind. I think Rochas has been giving him names of fellow cockroaches and they are just far from appropriate in all manners possible relative to the northerners presented by the Arewa group.

  30. INTERNAL COLONIALISM is what President Buhari's government
    is foisting on Nigerians. Buhari is running his own personal
    government but not the government of the generality of Nigerians.
    Simply put, we all have to feel that we are
    valued, remembered in appointments and represented at
    the centre. Different sections of the country have
    areas where they can contribute the best of the
    best. That is how a well-endowed, sensitive and
    competent President is supposed to do. Up to this
    momment, it shows rulership incompetence and
    blatant insensitivity that is difficult to brush
    aside. If national character and ethnic representation
    is not important in a country of over 170 million
    people,why didn't Buhari choose his vice presidential
    candidate from his ethnic group or village and win
    the election with that. Why did he have to travel all
    over Nigeria to campaign for votes and approval ?
    Then after winning the election the fact that Nigeria
    is much more than the North is no longer important ?
    Why is Federal Character observed at the National
    Assembly ?
    And to get the money to run the government, other
    parts of the country (including the Niger Delta) are
    very, very important but not in faire national
    representation. If Buhari is so saintly detribalised,
    why didn't all those appointments come from parts of the
    Southern Nigeria ? If Buhari does not trust Southerners,
    why does he preside over the affairs of the whole
    country ? SIMPLY INCOMPETENCE AND MORE SUBTLE FORM
    OF CURRUPTION based on the age old principles of
    INTERNAL COLONIALISM !!!
