More facts have emerged into the unprecedented underhand dealings which crept into the Industrial Training Fund, ITF, ever since Mrs. Juliet Chukka-Onaeko became the Director-General of the agency last year. Her alleged flagrant abuse of office is such that is evident in the delayed payment of the August salary of some workers at the institution, as gathered.
DAILY POST can authoritatively report that the embattled DG had since last May when she assumed office engaged in employment bazaar that saw her employ “over 400 persons in flagrant disregard of the Federal Character principle and without passing through the Federal Character Commission.”
An inside source at the agency, who begged not to be named for fear of victimization, alleged that, “some beneficiaries of the illegal employment, mostly graduates, were made to part with as much as N400,000 to secure the jobs. The DG had external persons who collected these monies on her behalf so as not to get implicated.”
Between March and April 2015, the DG was said to have “illegally recruited 260 persons and because there were no vacancies before they were employed, it has been difficult to put them on payroll. Since the beneficiaries collected their employment letters, they have not received salaries until last month when the DG found a way to get them paid their August salaries.
“But as if robbing Peter to pay Paul, this move by her resulted in the delay in the payment of last month salaries of other staff of the institution. I can tell you that since I started working here years ago, this is the first time that ITF is owing salary of workers,” a staffer confided in DAILY POST.
Meanwhile, checks by this newspaper revealed that the Federal Character Principle requires that a parastatal, such as ITF, must only employ workers when there are vacancies.
It also demands that before any recruitment can be carried out into any government agency or parastatal, such must be advertised in at least two national dailies, after which applicants would be shortlisted and told to prepare for examination. But it was learnt that none of these obtained in the close to 500 persons illegally employed by the DG till date.
However, when the failure of the institution to pay staff began to put the ITF boss under intense pressure, a well-informed source told our correspondent that, “she sent an SMS to the Director of Administration where she requested to be furnished with the list of all redundant staff in ITF for termination. Of course, you know that the redundant staff cannot include those she fraudulently collected money from to be given job at ITF.”
While rhetorically asking DAILY POST what can Mrs Chukka-Onaeko’s rationale be for coming in and immediately began recruiting over 400 people without first carrying out a personnel audit, the insider noted that “the question many of us are now asking is why employ without first of all carrying out an audit?.”
Nevertheless, the credibility of Mrs. Juliet Chukka-Onaeko to occupy the position of ITF DG has also come under question.
The present DG, who took over leadership of the fund from a renowned academic, Prof. Longmas Wapmuk, was said by a highly-placed staff at the agency to be “flaunting an honorary doctorate degree as her prized qualification to seat as DG of an ITF that has always been headed by Professors. We have actually advised her to remove the ‘Dr’ she attaches to her name lest she by that attracts the attention of prying journalists because people actually know it is honorary.”
Further investigations by this newspaper revealed that Mrs Chukka-Onaeko actually got the honourary degree from St. Clement University at Ireland, which is highly known for granting online degrees to some Nigerians including the sitting governor of a North-Central state.
Our correspondent spoke with a former Director at ITF who said, “Her (Chukkas-Onaeko) CV is very vague and this is why people are questioning her qualification for that job. Whoever is to be the ITF DG is expected to have 35 years working experience; must have headed a Grade A parastatal as a senior director if not chief executive officer. She was just a board member at one parastatal before the former president catapulted her to head the ITF.”
DAILY POST had before now laid this findings before a Media Aide to the ITF DG, Mr. Meshach Idehen and he responded thus: “just like the figures you are asking for, I will also need to liaise with the appropriate quarters. This is a government agency that does employment for qualified people. But what I will need to clarify is that exact number of 400”.
As regards Mrs. Chukka-Onaeko’s qualifications for the job, he said: “Certainly, I don’t have anything to say about that because I am not the one that made her appointment and I’m sure the appropriate authority which made the appointment in the previous year knew exactly the kind of professional they were looking for to run the organisation the way they wanted”.
Meanwhile, another allegation on the neck of the embattled DG is the one that has to do with her converting a bus-like vehicle which was then used by her predecessor into personal use. Emerging facts have it that the same vehicle is now been used by a private school in Abuja (names withheld) belonging to Mrs. Juliet Chukka-Onaekko. Efforts to get her reaction on this proved abortive.
*I advised her last time to do a press release and clear he air and i am surprised she said yes but didnt.I just pray this is not some dirty work to bring her down.
I call on her media team to please respond to all the allegations.
ITF still dey exist? They should pay me for my 4 months IT since SIWES dey form na. After how many years? Mtchewww
ReplyDeleteWomen are easily victimized when they hold top govt positions. The moment she was made DG, some old staff at ITF that feel they deserve the position more than her have been working to bring her down. ITF publicly announced their vacancies last year. Exams and interviews were conducted. The federal character commission also sent representatives led by Dr Femi Ogunsola to monitor the employment. A certificate of compliance was also issued to ITF. Please verify all these. The Media is always used by wicked people to tarnish the image of their targeta. This is a young woman who is trying to make it in life and build her career. Give her a chance and stop all this smear campaign! I'm a woman hoping to rise to the top one day.
DeleteNow if Stella didn't post this sort of article on this blog, wld dere have bin room for you to correct d notion created. And we ladies when we get to d top, we r usually d easiest targets. Don't do any favours for any1 cos na only go face all d critism. Also she shld do a press release and d defend herself if she is truly innocent. Somtyms silence is equal to guilt.
DeleteStella, forget the Juliet u knew in the past. Once u get into a top govt position u sef go surprise for urself.
ReplyDeleteWow!
ReplyDeleteOk
ReplyDeleteSmear campaigners at work.
ReplyDeleteHow many Awusa people have been called out due to corruption since this regime....
She should keep ignoring those enemies of
progress trying to tarnish her image.
She shuld clear the air on these allegations, but for someone to claim she needs 35 years working experience to head a parastatal is very stupid.
ReplyDeleteIf that is the case, we wuldnt have given people like Dora akunyili and Chukwuma soludo as well as Frank Nweke Jr a chance.
I was already angry with her until I read that part. I just feel it is a smear campaign by an older person answering her Ma.
This issue of paying 400 to 500k to secure jobs in these agencies is true and shuld be looked into.
This what exactly what Diko too did in Nig customs.
ReplyDeleteDoing back door recruitment in favour of only northerners and owing junior to 2 star officers allowances for years.
It's just a shame sha God bless America, God help Nigeria.

ReplyDeleteSAD! It is soooo obvious this is an attack on this woman by some old hags that have been seating as directors and co in these government parastatals. Some of the most depressed and corrupt people in Nigeria. Tufiakwa!!!
ReplyDeleteWhat did this woman do to you people o??! I hope the authorities will see through this nonsense!! This happens when change is coming. The corrupt ones use all sorts of manipulative means to appear the victim and make a good person look bad. SAD! SAD! SAD!
All I know is in the end, the truth will prevail!!
Nigeria MUST move forward! #thatisall
I don't even know this lady personally but I can discern every tiny little detail of crap in this!!
Anon, you are very intelligent. Don't mind those old fools. Am sure it is even a man and can't take a young strict lady being his boss and won't do any compromise.
DeleteI don't know why these women keep disgracing us when they r given little power. ...and we keep crying for gender equality but when given opportunities, they misuse them. .nobody says u shouldn't 'chop' money when u r in position but na brain dem dey use. ..Everybody in power is taking advantage na but how many them don catch? It's only the woman that keep showing themselves. .
ReplyDeleteDon't be paranoid guy, is this not obvious to you that this is just the handwork of some loosers that want to spoil what this woman has done at this Parastatal.
DeleteShe and her husband are guilty of this allegations, the bus she turned into a personal use is being used at the skool she and her husband owns. This is d fact o
ReplyDeleteYou are just a moron to think they need ITF bus for their school ITF uses coaster bus while her sch uses mini bus have you ever seen ITF bus around her school premises?
DeleteHer cup of tea
ReplyDeleteI don't no for d women but in civil service dat wat d politicians do.
ReplyDeleteIt is obvious that this blog is seeking cheap popularity. So because she didn't clear the air as you requested, you decided to publish untrue news about her just to gain her attention. Consider to do more research before putting up this kind of biased story online.
ReplyDeleteNonsense
ReplyDeleteThis is nonsense. This is crap. And i thought this blog had some level of responsibility. The authors of the story and the bloggers sharing it are simply too foolish and blind to see the good work the ITF DG is carrying out.
ReplyDeleteIt is obvious u don't complete what u read.....
DeletePMb can appoint all MeMbers of his cabinet from daura in as far as naija works but MadaM chuka Must abide by federal xter principle in job recruitMent because her name is Chuka n not MiriaM ABOKIS I LIKE D WAY U GUYS REASON
ReplyDeleteSo this woman matter still deh ground. God help her
ReplyDeletehttp://thejuixreviews.blogspot.com.ng WHAT!?! If concrete evidence isn't produced to back these claims, someone will be suing for deformation of character. #Justsaying
ReplyDeleteI think its time sites like this, alongside others that are biased, blind and too close minded to see positive things be censored or closed down.
ReplyDeleteI know ITF and i am aware of the unparrelled work the DG is doing. Millions have been saved from contracts that have been reviewed. Even the so called salary delay by less than 36 hours is was due to the full automation of the ITF's process that she has embarked upon.
Certainly, some people are not happy with this, and will use rag tags like daily post and other blogs to attempt rubbishing these positives.
ITF has concluded a skills gap survey that will eliminate unemployment from Nigeria. This DG will soon launch a national skills summit that will change the face of development in Nigeria. She has done MOUs with leading organizations to train and empower artisans. Women empowerment is receiving full attention. ITF's staff are now receiving more than a 100 percent salary increase through this woman's effort. Haba people, lets be wise.
My dear tell them oh!! All dis faceless people witch hunting this woman they will not succed.
DeleteI de tell you bro...let them know. You will never see such achievements highlighted in this biased Daily post but only defamatory stories. How many Parastatals or MDAs have achieved half of what this woman has achieved in just one year and a couple of months?
DeleteLike in PTDF that Jonathan promoted his acclaimed mistress Timi Wolo that entered as a fresh graduate to a General Manager! She entered as a fresh graduate on grade Level 7 but was promoted within a year to grade level 15! Above the well seasoned and experienced staff that were there. She entered PTDF and scattered the organization, armed with the bottom power of Jonathan, she eas even positioned to become the new Executive secretary (what a big laugh) if Jonathan had won his second term. She is still in PTDF, Buhari take note, she has defrauded the government
ReplyDeleteI knew that Timi Wolo in school and knew when she was given letter to PTDF and she got job on a fresh graduate level. I was surprised when her cousin told me that she is now a General Manager there! Jonathan no try at all. He scatter civil service echelon with the likes of Timi Wolo. He did the same in NNPC too. Well my Papa Buhari dey come with koboko to flush the likes of her away
DeleteLet me tell you, i work at ITF, and can tell you that Dr. Chukkas has done alot for ITF within the last one year. Not only did she increase the staff welfare and salary by a 100%, she has upgraded the staff school to a National standard instead of one abandoned village school, which the previous DG left without even common drinking water for the pupils. She has started automation of key systems and processes such as SIWES, revenue contribution portal and Payroll with end to end Payment portal. She is equally driving a hollistic automation of ITF processes which will see ITF eradicating most of its paper processes to paperless automation. She has formed alot of collaborations with various stakeholders such as NECA, German Chamber of Commerce, CTIN etc, which have seen ITF train alot of people through this partnership. She has proactively completed a National Skill gap survey in partnership with UNIDO, of which the outcome of the survey will soon be unveiled. This will form a greater part of the change government, which is focused on tackling unemployment in Nigeria. Hence, this survey will provide an insight to the existing industry gaps and areas of focus for national building. She has successfully reviewed downwards, alot of contracts bloated by previous administration in order to save money for the Fund and make them available for training. ITF has also completed the ITF job portal (www.itfjobportal), which will allow craftmen, professionals and handimen to list their services and products for patronage. The portal will also make available jobs in the vocational field and then help to identify individuals interested in ITF trainings. Based on all these achievements she was given the best DG under the FMITI ministry by the previous administration. ITF was also awarded the best parastatal by BEEC, which is reputable body. Not to mention but a few.....For someone that has done all these things within one year of service and still has alot of ideas on the pipeline to do more for my ITF (organisation) in order to reposition it for greatness, shouldnt she be encouraged to touch more lives as she has done than politicise and say all manner of evil and untrue story about this great woman with impeccable qualities. This is all i can remember...Stay Blessed.
ReplyDeleteIt's so surprising seeing so many anonymous peeps and other unknown blog ids trailing this post to make this story seem like a lie.
ReplyDeleteI am not saying the allegations against her are true....but then, there's no smoke without fire and out of every rumour, there's always an atom of truth. If she's so innocent like y'all are claiming, why hasnt she or her media team say something since the story first broke and even after Stella reached out to her? This reason is why I am also thinking that all these peeps trailing this post are some of the people this woman employed illegally and they are only trying to be loyal to her.
Vicky shut up....so media team refuting is now a sign of not guilty? Lol....I laugh at your stupidity....u just can't please humans cos if the media team had come out to say anything they will say it's a lie.....how many times did Jonathan's aides come to refute allegations and we still insulted them? Am anonymous cos don't care for anything here but to read and move on...have been a civil servant almost 15 years now and have had interactions with ITF so I know most of these stories are just lies.....any agency where they bring someone from outside to head especially a woman u can bet core civil servants will give them tough time...besides she doesn't owe stella any duty to come here and refute anything, this is just a blog.....as for me I trail this post cos am a civil servant and my parastatal do a lot of training with them....
DeleteThis same thing is obtainable in NOSDRA. where the Agency owe it's workers millions in arrears. Unpaid salary and indiscriminate employment. I don't know how this will get to Buhari.
