''Wake up, President Buhari. Get in the game; you have left the door open for more Federal Government bailout. The question is, why would the Federal Government get involved? And, beyond that, why should it? Can the Federal Government really help a state like Osun? Hell no!! The predicament of these states is due primarily to two causes.
One is mismanagement, which has amounted to billions of their total shortfall. The second is the money that was borrowed through the years for unseen projects and other unnecessary obligations. Disappearing jobs, empty factories have all played a role, too.
There are so many reasons why bailing out cash-strapped states that mismanaged public finances with over N7bn should be prohibited henceforth. We are talking about public funds here and Nigerian taxpayers need to watch their wallets. If not, there will be a call for a federal bailout to finance the purchase of private jets for state governors.
The National Assembly should act now to ensure taxpayers aren’t forced to pay for years of mismanagement by government officials. Failure of some of these states to properly manage their funds might be rooted in an unholy alliance between the governors and their godfathers. The issue of ghost workers is another thing that should be looked into. It is a fact that some of the commissioners liaised with the permanent secretaries to milk the states by employing ghost workers.
Leaving aside the argument of the merits or demerits of federal relief for these financially troubled states, the way these governors squander public funds makes it morally troublesome and that’s to put it lightly.
It would have been understandable if this bailout was as a result of natural disasters like earthquakes or outbreaks of terrible diseases such as Ebola. Seeking federal bailout to pay workers’ salaries is preposterous, especially when the said states have been receiving regular monthly federal allocations. Osun State needs to lie in its own poorly made bed; the rest of the country cannot be expected to pay for the myopic misdeeds of a lazy government.
Consider an uninsured driver who negligently makes an illegal turn that causes an accident with another car. Witnesses call the police, reporting who is at fault; the police transmit this information to the traffic offence unit. When they arrive at the scene and find that the car of the driver at fault is uninsured, will they tow his car to the workshop and have it repaired at the expense of the government? Let us also pause and consider whether this bailout shows respect for ordinary Nigerian citizens. The state governors having chosen to run their risks, they deserve their misfortune, so society need not save them from it.
There are so many good reasons why the Federal Government shouldn’t have offered a bailout to these states. That the government treasury is empty is certainly one salient factor. Another is the issue of moral hazard: if these states can turn to the Federal Government whenever their finances go down, other states will have much less reason to manage their money effectively and make tough but crucial budgetary decisions.

ETC should go and investigate the much talked about "bail out"fund. It wasn't a bail out per say, but a relief fund, which by the way was the state governments' entitlement. As with tradition they always shared the proceeds from the oil funds. And in this case the money from LNG was paid into the federation account, it came at the right time. And the president instantly approved the share. So don't make it seem as though the monies given them was diverted from other use..NO. Whether they owed salaries or not, they would have received the funds anyway.

I'm back. I wasn't totally off track na. I'm not against his writeup, ETC made salient points, no doubt. But I was just trying to explain that the bail out can be considered their normal monthly allocation. The federal govt usually gives each state monthly allowance, right? so this fund should be considered their pay for the month...with NO extra.
DeleteBut I concur that the state governments should be made accountable for their financial defaults to avoid similar crisis in the future.
Like I keep saying, each state should develop their own internal resources/revenues, so to stop relying on the federal government. That's the permanent remedy to it.

Let me explain something to you:
Mr president is not bailing out states. He is bailing out banks and transferring liability for irresponsible lending to the CBN. How? Let me expantiate.
1. States took loans from banks. Bank did not ask questions.
2. Crude oil price collapses; states cannot pay back loan. Non performing loans jump up.
3. Banks recruits lobbyists and sends them to Buhari
4. President Buhari orders CBN to print more cash and buy back these debts. This means that banks are free from liability forever. CBN takes it in.
5. Buhari sends femi adesina to make a new statement making it seem like we are helping workers

ReplyDeleteThis man should shut up, he doesn't know how much people (civil servants ) have sufferd. The federal govt's bail out is to alleviate the suffering of the workers. So they leave people to die , we all know the governors have misbehaved but let this mess of no salaries be sorted out first then we can take it from there. People have been feeding from hand to mouth with most kids out of school for a whole session. For now the states need the bail out to put things right.

ReplyDeleteI think Etcetra made valid points, i said it here days ago that most of the money will go to ghost workers created by state government. FGN need to be careful on how states are helped in the future because most state governors are out there to continue looting in all 60% of the bailout fund will be looted by our shameless governors. All they do is to depend on FGN revenue instead of creating alternatives for their various states. I have not seen any state in Nigeria that's not dependent solely on FGN allocation meanwhile they have a lot of options to create wealth within their states instead of FGN dependent.
ReplyDeleteAs for the bailout fund, PMB did the right thing he just need to watch how money are truly spent and encourage governors to create alternative for their states as western world are no longer interested in our crude. There is need to diversify our economy.
The bail out fund is actually intended for the workers, not the governors. It's just that most of it will go to pay for election expenses. Everyday for the thief and one day for the owner, though!
